AB224,27,2 341.31 (6) The credit or plate transfer provisions authorized under this section do not apply if the applicant has, within the preceding 12 months, transferred or received credit for a registration plates plate removed from the motor vehicle which is the subject of the application.

AB224, s. 82 Section 82. 341.32 (1) of the statutes is amended to read:

AB224,27,16 341.32 (1) Whenever the construction or the use of a registered vehicle is changed in a manner making the vehicle subject to a different registration fee than the fee for which the vehicle currently is registered, the owner shall immediately make application for reregistration. The fee payable upon such reregistration shall be computed as for a vehicle not previously registered in this state but a credit shall be allowed for the unused portion of the fee paid for the previous registration if the registration plates plate issued upon the previous registration are is returned to the department. The credit shall be computed on the basis of one-twelfth of the annual registration fee or one twenty-fourth of the biennial registration fee prescribed for the vehicle as previously registered multiplied by the number of months of registration which have not fully expired on the date the vehicle became subject to the different fee. The credit may be applied toward the reregistration of the vehicle only up to the date when the previous registration would have expired.

AB224, s. 83 Section 83. 341.33 (2) of the statutes is amended to read:

AB224,28,3 341.33 (2) The department shall refund the unused portion of a registration fee paid for the registration of a vehicle owned by a person who is entering active service in the naval or military forces of the United States if the person makes application for such refund upon a form prescribed by the department, furnishes such proof as the department may require that the vehicle will not be operated in this or another state during the remainder of the period for which the vehicle is registered, and returns to the department the certificate of registration and registration plates plate. The refund shall be computed on the basis of one-twelfth of the annual registration fee or one twenty-fourth of the biennial registration fee paid for the vehicle, multiplied by the number of full months remaining in the period for which the vehicle is registered when the vehicle ceases to be operated.

AB224, s. 84 Section 84. 341.33 (3) of the statutes is amended to read:

AB224,28,14 341.33 (3) Upon request, the department shall refund 50% of a registration fee paid for a vehicle registered on a biennial basis if the person who registered the vehicle furnishes such proof as the department requires that the person has transferred his or her interest in the vehicle before the beginning of the 2nd year of the period for which the vehicle is registered or that the vehicle will not be operated in this state after the beginning of the 2nd year of the period for which the vehicle is registered. The department may require the person to return the certificate of registration and registration plates plate for the vehicle to the department. Except as provided in sub. (1), the department may not refund more than 50% of the fee paid for the registration of a vehicle registered on a biennial basis.

AB224, s. 85 Section 85. 341.335 (1) of the statutes is amended to read:

AB224,28,21 341.335 (1) Whenever any person, after applying for and receiving a registration plates plate, moves from the address named in the application for the registration plates plate or when the name of the licensee is changed by marriage or otherwise, the person shall within 10 days notify the department in writing of the old and new address or of such former and new names and of all registration plate numbers held.

AB224, s. 86 Section 86. 341.41 (8) (a) of the statutes is amended to read:

AB224,29,13 341.41 (8) (a) Residents of the state operating a fleet of 3 or more units consisting of trucks, truck tractors or road tractors with a gross weight of not less than 12,000 pounds shall display a Wisconsin registration plates plate for which 100% of the fee has been paid on vehicles not exempt from Wisconsin registration and operated in intrastate commerce. Vehicles engaged in interstate commerce may display a Wisconsin prorate registration plates plate for which a proportional registration fee has been paid in addition to a full fee registration plate from another jurisdiction. Such proportional registration shall be accomplished either by payment to the department of registration fees in an amount equal to that obtained by applying the proportion of in-state fleet miles divided by the total fleet miles to the total fees which would otherwise be required for the registration of all such vehicles in this state, or by registration of a portion of such vehicles as determined under this subsection. The department may refuse to permit any or all of such vehicles to be registered under apportionment if the department is not satisfied that this state will obtain a fair and equitable share of license registrations of the vehicles comprising such fleet.

AB224, s. 87 Section 87. 341.47 (1) (intro.) of the statutes is amended to read:

AB224,29,21 341.47 (1) (intro.) Except as provided in sub. (2), any motor vehicle, mobile home, trailer or semitrailer owned or repossessed by a dealer, distributor or manufacturer may be operated on the highways of this state for either private or business purposes without being registered if such vehicle has displayed upon it a valid registration plates plate issued pursuant to s. 341.51 to the dealer, distributor or manufacturer who is the owner of the vehicle or holder of the repossessed vehicle and such vehicle:

AB224, s. 88 Section 88. 341.47 (3) of the statutes is amended to read:

AB224,30,6 341.47 (3) A vehicle which is being transported in tow on its own wheels or under its own power from the manufacturer to the distributor, dealer or branch of the manufacturer, or from the distributor or dealer to another distributor or dealer or to the manufacturer or branch of the manufacturer, or from the branch of the manufacturer to the distributor, dealer or manufacturer by a transporter of vehicles need not be registered if such vehicle has displayed upon it a valid registration plates plate issued to the transporter pursuant to s. 341.51. The requirement under this subsection that the vehicle be transported in tow on its own wheels or under its own power does not apply to trailers, semitrailers or truck tractors.

AB224, s. 89 Section 89. 341.51 (2) of the statutes is amended to read:

AB224,30,16 341.51 (2) Upon registering a dealer, distributor, manufacturer or transporter the department also shall issue 2 one registration plates plate. The department, upon receiving a fee of $5 for each additional plate desired by a dealer, distributor or manufacturer of motor vehicles, trailers or semitrailers, $5 for each additional plate desired by a dealer, distributor or manufacturer of mobile homes and $5 for each additional plate desired by a transporter, shall issue to the registered dealer, distributor, manufacturer or transporter the additional plates as ordered. The department may charge a fee of $2 per plate for replacing lost, damaged or illegible plates issued under this subsection.

AB224, s. 90 Section 90. 341.52 of the statutes is amended to read:

AB224,30,23 341.52 (title) Design of registration plates plate. Registration plates for dealers, distributors, manufacturers and transporters are subject to the provisions of A registration plate for a dealer, distributor, manufacturer or transporter is subject to s. 341.12 (2) and (3). In addition, each plate shall have displayed upon it a symbol capable of distinguishing it from any other plate which may be issued to the same dealer, distributor, manufacturer or transporter.

AB224, s. 91 Section 91. 341.53 of the statutes is amended to read:

AB224,31,6 341.53 (title) Expiration of registration; transferability of plates plate . Certificates of registration and registration plates issued to dealers, distributors, manufacturers or transporters shall be issued for the calendar year and are valid only during the calendar year for which issued. Registration plates are A registration plate is transferable from one motor vehicle, trailer or semitrailer to another motor vehicle, trailer or semitrailer and from one mobile home to another.

AB224, s. 92 Section 92. 341.625 (1) of the statutes is amended to read:

AB224,31,10 341.625 (1) Any person who fraudulently procures or uses a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) shall forfeit not less than $200 nor more than $500.

AB224, s. 93 Section 93. 341.63 (3) of the statutes is amended to read:

AB224,31,16 341.63 (3) Whenever the registration of a vehicle is suspended under this section, the department may order the owner or person in possession of the registration plates plate to return them it to the department. Any person who fails to return the plates plate when ordered to do so by the department may be required to forfeit not more than $200.

AB224, s. 94 Section 94. 342.15 (4) (a) of the statutes is amended to read:

AB224,31,24 342.15 (4) (a) If the vehicle being transferred is a motorcycle or an automobile or station wagon registered under the monthly series system or a motor home or a motor truck, dual purpose motor home or dual purpose farm truck which has a gross weight of not more than 8,000 pounds or a farm truck which has a gross weight of not more than 12,000 pounds, the owner shall remove the registration plates plate and retain and preserve them the plate for use on any other vehicle of the same type and gross weight which may subsequently be registered in his or her name.

AB224, s. 95 Section 95. 342.15 (4) (b) of the statutes is amended to read:

AB224,32,3 342.15 (4) (b) If the vehicle being transferred is a vehicle registered under s. 341.26 at a special fee and the new owner will not be entitled to register the vehicle at such fee, the transferor shall remove and destroy the plates plate.

AB224, s. 96 Section 96. 342.15 (4) (c) of the statutes is amended to read:

AB224,32,7 342.15 (4) (c) In all other cases the transferor shall permit the plates plate to remain attached to the vehicle being transferred, except that if the vehicle has been junked the transferor shall remove and destroy the plates plate.

AB224, s. 97 Section 97. 342.34 (1) (c) of the statutes is amended to read:

AB224,32,19 342.34 (1) (c) If the vehicle is a motorcycle or an automobile or station wagon registered under the monthly series system or a motor home or a motor truck, dual purpose motor home or dual purpose farm truck which has a gross weight of not more than 8,000 pounds or a farm truck which has a gross weight of not more than 12,000 pounds, the owner shall remove the registration plates plate and retain and preserve them the plate for use on any other vehicle of the same type which may subsequently be registered in his or her name. If the vehicle is not a motorcycle or an automobile or station wagon registered under the monthly series system, or a motor home or a motor truck, dual purpose motor home or dual purpose farm truck which has a gross weight of not more than 8,000 pounds or a farm truck which has a gross weight of not more than 12,000 pounds, he or she shall remove and destroy the plates plate.

AB224, s. 98 Section 98. 342.34 (2) (c) of the statutes is amended to read:

AB224,32,22 342.34 (2) (c) Remove and either retain or destroy the registration plates plate for the vehicle as provided in sub. (1) (c).

AB224, s. 99 Section 99. 343.51 (1) of the statutes is amended to read:

AB224,33,17 343.51 (1) Any person who qualifies for a registration plates plate of a special design under s. 341.14 (1), (1a), (1m), (1q) or (1r) (a) or any other person with a disability that limits or impairs the ability to walk may request from the department a special identification card that will entitle any motor vehicle, other than a motorcycle, parked by, or under the direction of, the person, or a motor vehicle, other than a motorcycle, operated by or on behalf of the organization when used to transport such a person, to parking privileges under s. 346.50 (2), (2a) and (3). The department shall issue the card at a fee to be determined by the department, upon submission by the applicant, if the applicant is an individual rather than an organization, of a statement from a physician licensed to practice medicine in any state, from a chiropractor licensed to practice chiropractic in any state or from a Christian Science practitioner residing in this state and listed in the Christian Science journal that the person is a person with a disability that limits or impairs the ability to walk. The physician's, chiropractor's or practitioner's statement shall state whether the disability is permanent or temporary and, if temporary, the opinion of the physician, chiropractor or practitioner as to the duration of the disability. The department shall issue the card upon application by an organization on a form prescribed by the department if the department believes that the organization meets the requirements under this subsection.

AB224, s. 100 Section 100. 344.55 (2) of the statutes is amended to read:

AB224,34,2 344.55 (2) The department may not issue a registration plates plate for such a vehicle unless there is on file with the department a certificate of insurance showing that the vehicle is insured in compliance with sub. (1). No such policy may be terminated prior to its expiration or canceled for any reason unless a notice thereof is filed with the department at least 30 days prior to the date of termination or cancellation. The department shall revoke the registration of a vehicle on which the insurance policy has been terminated or canceled, effective on the date of termination or cancellation.

AB224, s. 101 Section 101. 346.50 (2) of the statutes is amended to read:

AB224,34,15 346.50 (2) Except as provided in sub. (3m), a motor vehicle bearing a special registration plate issued under s. 341.14 (1) or (1r) (a) to a disabled veteran or on his or her behalf is exempt from any ordinance imposing time limitations on parking in any street or highway zone and parking lot, whether municipally owned or leased, or both municipally owned and leased or a parking place owned or leased, or both owned and leased by a municipal parking utility, with one-half hour or more limitation but otherwise is subject to the laws relating to parking. Where the time limitation on a metered stall is one-half hour or more, no meter payment is required. Parking privileges granted by this subsection are limited to the disabled veteran to whom or on whose behalf the special plates were plate was issued and to qualified operators acting under the disabled veteran's express direction with the disabled veteran present.

AB224, s. 102 Section 102. 346.50 (2a) (intro.) of the statutes is amended to read:

AB224,35,4 346.50 (2a) (intro.) Except as provided in sub. (3m), a motor vehicle bearing a special registration plates plate issued under s. 341.14 (1a), (1e), (1m), (1q) or (1r) (a) or a motor vehicle, other than a motorcycle, upon which a special identification card issued under s. 343.51 is displayed or a motor vehicle registered in another jurisdiction upon which is displayed a registration plate, a card or an emblem issued by the other jurisdiction designating the vehicle as a vehicle used by a physically disabled person is exempt from any ordinance imposing time limitations on parking in any street or highway zone and parking lot, whether municipally owned or leased, or both municipally owned and leased or a parking place owned or leased, or both owned and leased by a municipal parking utility, with one-half hour or more limitation but otherwise is subject to the laws relating to parking. Where the time limitation on a metered stall is one-half hour or more, no meter payment is required. Parking privileges granted by this subsection are limited to the following:

AB224, s. 103 Section 103. 346.50 (2a) (a) to (g) of the statutes are amended to read:

AB224,35,9 (b) A qualified operator acting under the express direction of a person to whom plates were a plate was issued under s. 341.14 (1a) when such person is present.

AB224,35,11 (c) A person to whom plates were a plate was issued under s. 341.14 (1m) when the disabled person for whom the plates were plate was issued is present.

AB224,35,12 (d) A person for whom plates were a plate was issued under s. 341.14 (1q)

AB224,35,14 (e) A qualified operator acting under the express direction of a person for whom plates were a plate was issued under s. 341. 14 (1q) when such person is present.

AB224,35,15 (f) A person for whom plates were a plate was issued under s. 341.14 (1r) (a)

AB224,35,17 (g) A qualified operator acting under the express direction of a person for whom plates were a plate was issued under s. 341.14 (1r) (a) when the person is present.

AB224, s. 104 Section 104. 346.50 (3) of the statutes is amended to read:

AB224,36,4 346.50 (3) Except as provided in sub. (3m), a vehicle bearing a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a motor vehicle, other than a motorcycle, upon which a special identification card issued under s. 343.51 is displayed or a motor vehicle registered in another jurisdiction upon which is displayed a registration plate, a card or an emblem issued by the other jurisdiction designating the vehicle as a vehicle used by a physically disabled person is exempt from s. 346.505 or any ordinance in conformity therewith prohibiting parking, stopping or standing upon any portion of a street, highway or parking facility reserved for physically disabled persons by official traffic signs indicating the restriction. Stopping, standing and parking privileges granted by this subsection are limited to the persons listed under subs. (2) and (2a) (a) to (m).

AB224, s. 105 Section 105. 346.503 (1) of the statutes is amended to read:

AB224,36,12 346.503 (1) In this section, "motor vehicle used by a physically disabled person" means a motor vehicle bearing a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a motor vehicle, other than a motorcycle, upon which a special identification card issued under s. 343.51 is displayed or a motor vehicle registered in another jurisdiction and displaying a registration plate, card or emblem issued by the other jurisdiction which designates the vehicle as a vehicle used by a physically disabled person.

AB224, s. 106 Section 106. 346.505 (2) (a) of the statutes is amended to read:

AB224,36,23 346.505 (2) (a) Except for a motor vehicle used by a physically disabled person as defined under s. 346.503 (1), no person may park, stop or leave standing any vehicle, whether attended or unattended and whether temporarily or otherwise, upon any portion of a street, highway or parking facility reserved, by official traffic signs indicating the restriction, for vehicles displaying a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a special identification card issued under s. 343.51 or vehicles registered in another jurisdiction and displaying a registration plate, card or emblem issued by the other jurisdiction which designates the vehicle as a vehicle used by a physically disabled person.

AB224, s. 107 Section 107. 346.505 (2) (b) of the statutes is amended to read:

AB224,37,9 346.505 (2) (b) No person may park, stop or leave standing any vehicle, whether attended or unattended and whether temporarily or otherwise, upon any portion of a street, highway or parking facility so as to obstruct, block or otherwise limit the use of any portion of a street, highway or parking facility reserved, by official traffic signs indicating the restriction, for vehicles displaying a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a special identification card issued under s. 343.51 or vehicles registered in another jurisdiction and displaying a registration plate, card or emblem issued by the other jurisdiction which designates the vehicle as a vehicle used by a physically disabled person.

AB224, s. 108 Section 108. 349.13 (1m) of the statutes is amended to read:

AB224,37,23 349.13 (1m) In addition to the requirements under s. 346.503 (1m), the department, with respect to state trunk highways outside of corporate limits and parking facilities under its jurisdiction, and local authorities, with respect to highways under their jurisdiction including state trunk highways or connecting highways within corporate limits and parking facilities within corporate limits, may, by official traffic signs indicating the restriction, prohibit parking, stopping or standing upon any portion of a street, highway or parking facility reserved for any vehicle bearing a special registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a motor vehicle, other than a motorcycle, upon which a special identification card issued under s. 343.51 is displayed or any vehicle registered in another jurisdiction and displaying a registration plate, card or emblem issued by the other jurisdiction which designates the vehicle as a vehicle used by a physically disabled person.

AB224, s. 9355 Section 9355. Initial applicability; transportation.

AB224,38,2 (1)   Single registration plate. This act first applies to registration plates issued by the department of transportation on the effective date of this subsection.

AB224, s. 9455 Section 9455. Effective date.

AB224,38,5 (1)  Single registration plate. This act takes effect on the first day of the 6th month beginning after publication.
